UNDERSTANDING & APPLYING THE NEW ACCESS TO PREMISES STANDARDS

Architect, Richard Seidman, an Associate of the Access Australia Association of Consultants, provides an overview of the complicated new legislation.  He surveys various scenarios including food outlets, factories and medical practices and discusses some of the issues that have arisen since the legislation was introduced on 01 May 2011.

At this three hour workshop, architects will learn how to detail access to demonstrate compliance. Town planners, private certifiers and access committee members will learn what to look for and what reports need to state.

Architects earn 3 formal Continuing Professional Development credits.

Objectives

  • Gain an understanding of where the new standards fit within current building code legislation
  • Gain an understanding of the responsibilities of those involved in development
  • Understand the broad principles of the new standards
  • Complete a structured assessment of plans
  • Gain an understanding of exemptions

Structure and scope of the workshop

  1. Introduce the new Disability (Access to Premises – Building) Standard 2010, now incorporated into DDA 1992 and National Construction Code (BCA 2011)
  2. Review structure of the new Standard (Brief)
  3. Develop understanding of the scope of the Standards by applying them to a bulky goods project, a health project, a club facility and commercial office retail space AND RESTAURANT?
  4. Individual exercises in assessing compliance with the new legislation (case studies)

Unlike planning law, the Access to Premises standard will not be addressed by the Land & Environment Court. Only applications for unjustifiable hardship will go before the assessment panel established to hear these matters.
