Organised specifically for newly-elected NSW Councillors, this NEERG seminar focused on planning and development issues. Representatives of metropolitan Councils attended along with their counterparts from Tweed Shire, Ballina and Coffs Harbour, town planners, and other professionals. The day was divided into four sessions: Chairing the proceedings was lawyer Steven Klinger, co-convenor of NEERG Seminars. A series of highly informative presentations by leaders in the field began with an address by the Chief Judge of the Land and Environment Court, the Hon Justice Peter McClellan. Speaking on "Optimising the environmental outcome: the role of the LEC", he made it clear that the reforms he is initiating are intended to streamline the process and reduce the costs of litigation. Academic, Peter Williams, Senior Lecturer, School of Urban Planning, UNSW clarified the Environmental Planning and Assessment Act by explaining the plan-making process. He was followed by Alison McCabe, Director of Environmental and Community Management, Leichhardt Municipal Council, who detailed the development assessment process, particularly as it is implemented by her council. Co-convenor of NEERG Seminars, architect and urban planner, Michael Neustein of Neustein Rosenberg Partnership provided detailed information on understanding aspects of Development Applications including bulk, scale, streetscape and aesthetics. Sustainability expert, Steve King, Senior Lecturer, Faculty of the Built Environment and Deputy Director of the Solarch Institute at UNSW, discussed highly topical issues of sustainability and amenity in relation to DAs. Bob Hussey, Commissioner, Land and Environment Court of NSW detailed engineering issues commonly dealt with in DAs. Heritage architect, Graham Brooks of Graham Brooks & Associates, illustrated his talk on heritage issues with a slide show. Matters of certification and compliance were discussed by Ian Glendinning of Glendinning Minto & Associates. Former Mayor of South Sydney and now City of Sydney Councillor, Tony Pooley, provided insights into running effective council meetings. Targeting another aspect of the regulatory process, Sue Francis, Director of Planning, North Sydney Council talked about working effectively with Council officers. Lawyer, Mary-Lynne Taylor of Taylor Kelso, explained the alternative decision making process provided by Independent Hearing & Assessment Panels (IHAPs). An urban planner experienced in working for large developers, Sylvia Hrovatin, spoke on her final day with Meriton Properties ahead of moving to Walker Corporation. She was well equipped to speak about "What Developers Expect of Councils". The complicated issue of pecuniary interest was explained by Dominic Riordan, Manager, Investigations & Review, Department of Local Government. The seminar concluded with questions and discussion. |
