The central issue of this seminar was how to manage the built environment with regard to heritage items. The protection of heritage is probably the most subjective of all aspects of planning control. It’s important to look at each situation in context. The regulatory framework is neither uniform nor consistent and commonsense must be applied, keeping in mind that the Burra Charter is only a guide. Because councils and objectors often claim heritage significance as a reason for opposing a development, it is essential to define an item’s heritage significance. Because the heritage listing of an item has serious, usually negative financial implications for its owner, any new listing should be carefully considered. How one deals with buildings which are listed or have listing potential can be understood by reviewing case studies demonstrating the integration of new buildings with old, and adding to old buildings.
